Summary
Isaiah 18 is the CUSH (ETHIOPIA) ORACLE — a brief 7-verse oracle addressed to-the-Nubian-Cushite-empire (then-controlling Egypt). The chapter is the OT's-most-direct address-to-sub-Saharan-Africa. Verse 7's vision-of-Cushites bringing-tribute to-Mount-Zion anticipates Acts 8:26–40's Ethiopian-eunuch conversion.

Woe, O land of buzzing wings, which lies beyond the rivers of Cush —
'Ah, land of whirring wings that is beyond the rivers of Cush' tracks MT. CUSH (Nubia / Ethiopia) — beyond-the-rivers (Nile-tributaries). 'Whirring wings' may-refer to-locusts or to-sailboats with-shaped-sails on-the-Nile.
That sends envoys by sea, in vessels of papyrus upon the waters! Go, swift messengers, to a nation tall and smooth-skinned, to a people feared far and near, a nation of strength and conquest, whose land the rivers divide.
